You need to use not protected documents or unprotect them.

If you need to handle the Exception, you just need to catch it:

try {
  $merge->mergePdf(array('document1.pdf', 'document2.pdf'), 'output.pdf');
} catch (Exception $e) {
  // handle the exception
}
